Box 1430 <br />Palisade, CO 81526 <br />Re: Roadside Mine (Permit No. C-1981-041) <br />Technical Revision 69 (TR -69) <br />Adequacy Review Comments <br />Dear Ms. Hammond: <br />The Division of Reclamation Mining and Safety (Division) has completed its review of Technical Revision 69 <br />(TR -69) for Snowcap Coal Company's (SCC) Roadside North and South Mines. TR -69 was received by the <br />Division on September 28, 2016 and was deemed complete on October 7, 2016. <br />SCC submitted TR -69 as a result of MR -82 requiring SCC to submit a hydrologic communication repair plan for <br />the properties of Mr. Fontanari and Mr. Carey. The Division has the following questions and/or comments: <br />Tab 1 — Table of Contents <br />1. On page vi, figure 14-6 has been omitted from the TOC at the top of the page. Please include figure 14- <br />6 in the TOC as it is not being removed from the permit. <br />Tab 14 — Page 35, Surface Disturbance <br />The following details needs to be submitted to comply with Rule 2.05.4(2): <br />a. An approximate timetable as to how long each step of the repair work will take to complete. <br />b. More detail as to the removal, storage and redistribution of topsoil, Rule 2.05.4(2)(d). <br />c. In section 2.05.4(2)(e)(iv) of the permit (page 14-16), it states that `all seeded areas will be <br />mulched with certified weed free grass hay or straw.' Please clarify if mulch will be applied to <br />this disturbance. If mulch will not be applied, please provide justification. <br />d. Describe the weed control measures that will be used on this disturbance or reference where they <br />can be found in the permit. <br />2. SCC is requesting that Rule 4.05.2(4) be applied to this disturbance. Rule 4.05.2(4) exempts certain <br />"disturbed areas" from needing sediment control, but SCC proposes sediment control measures in the <br />following section, Sediment Control.
