Design Report
Daniels Sand Wash Fines Pit
9/21/2016
5.1 Site Grading and Earthwork
The volume of material required to build the embankment is approximately 65,225 cubic yards.
The grading plan is shown in Figure 3.
5.1.1 Site Preparation
Care should be exercised during the earthwork operations at the site. The earthwork should be
done during a dry season if at all possible. The Contractor should account for potential
shrinkage and bulking of borrow material which are defined as the change in volume of the soil
from its in-situ condition following excavation, moisture conditioning, placement and compaction.
5.1.2 Fill Material
Individual particles up to six inches in diameter are acceptable. Fine grained and coarse
grained material should be blended to achieve a homogenous fill across the embankment
without lenses, pockets, or zones of different materials.
5.1.3 Compaction Testing and Inspection
Brierley recommends that technical or engineering personnel be present to provide monitoring
and geotechnical engineering services during construction. It is recommended that the
engineering representative review the prepared surface to be filled and the fill material to be
used prior to placing any fill. The engineering representative can also review density, moisture,
and other laboratory testing results.
Field density tests should be performed on each lift as necessary to verify that adequate
compaction is being achieved. Density and moisture testing should be carried out as specified
in the earthwork specification provided in Appendix C.
6 IMPOUNDMENT CAPACITY AND REGULATORY ENVIRONMENT
We have reviewed the SEO Dam Safety Rules and Regulations and determined that the
impoundment is exempt for the Dam Safety Rules because it is being constructed below the
original land surface and because of its application as part of a mining process. We have also
reviewed the Code of Federal Regulations Title 30 Mineral Resources, Colorado Land
Reclamation Act Title 34, US Department of the Interior Office of Surface Mining Design
Manual, MSHA Metal and Nonmetal Mine Safety and Health and Engineering Design Manual,
and Mineral Rules and Regulations of The Colorado Mined Land Reclamation Board for the
Extraction of Construction Materials and were unable to find any specific requirements for
design of such impoundments. Brierley recommends that the level of wash fines accumulation
in the impoundment pond be limited to an elevation of five feet below the crest of the
embankment. When filled to this level the impoundment will have a capacity of 375 acre-feet.
When the impoundment is nearly full, it may be possible to raise the embankment to allow for
additional storage. However, the impoundment should be reevaluated in light of applicable
regulations and requirements before a raise is contemplated.
7 LIMITATIONS
This report has been prepared for specific application to the Daniels Sand Wash Fines Pit
project per agreement between Brierley Associates and Transit Mix Concrete.
