r
•' C)
Transit Mix Concrete Co. RPM,Inc.
(2) (a) If the operations is expected to directly affect surface or
ground water systems, ...
This provision is not applicable.
(b) Identify all known aquifers:
From the 1992 Amendment, Mine Plan:
"The sand is 90 to 100 feet thick and rests, usually, on top of about 10 to 20 feet of coarse gravel.
The gravel rests on top of shale. In some places the gravel seems to be missing and is replaced
by sand which rests on top of shale. The pattern of this variation has never been determined with
accuracy, but is indicated by ground water patterns...The definition of this pattern would
probably be academically interesting, but is of little practical value, as mining will not intercept
the ground water." (In other sections of this revision we discuss how the construction of the
waste disposal pond will prevent interception of ground water.)
"Generally, the gravel acts as an aquifer. Where gravel occurs water is found. Where gravel is
not found, the water is usually absent or is in small quantity."
(The rest of Section 6.4.7 is not applicable)
6.4.12 Reclamation Costs:
There is no proposed change in the reclamation cost. Once the embankment is constructed, it
will be seeded. The embankment is to be part of the reclamation plan and post mining land use.
The fines disposal impoundment is not actually a part of the on-going mining operation. It will
be dedicated to the construction materials processing facility which is not part of the mining
operation. (It receives material for process from a number of CMC/TMCC mining operations.)
In addition, as the pond fills with fines, the slopes needing backfilling or regrading will decrease.
6.4.13 Other Permits and Licenses;
To the best of our knowledge, no other permits or licenses are required to construct and operate
the proposed wash fines disposal pond. This is an on-going mining operation and all necessary
permits and licenses are in place. The Division of Water Resources has stated the embankment
structure is non-jurisdictional, please see Exhibit 2.
6.5 Geotechnical Stability:
11
