City of Boulder:January 27, 2016. <br /> PLAN FOR AliGMENTATION <br /> 9. Structures to be Augmented: The Geisert Pit Cell I was created as part of the mining <br /> operations on the property and exposes groundwater to the atmosphere. This augmentation <br /> plan will replace the evaporative depletions associated with this cell. Geisert Pit Cell 1 is <br /> located in the Northeast '/4 of Section 31, Township 6 North, Range 65 West of the 6`h P.M. <br /> Weld County, Colorado, with a combined surface area of 8.9 acres. However, 2.3 acres of <br /> surface area resulted from pre-1981 mining activities. Therefore, Applicant intends to replace <br /> depletions from a surface aria of 6.6 acres. The total exposed surface area will be limited to <br /> no more than 8.9 acres. The estimated depletions from Cell 1 to be replaced by Applicant are <br /> 19.3 acre feet per year. If at any point, Weld County changes the number of surface acres of <br /> exposed groundwater from Cell 1, then their replacement obligation may be correspondingly <br /> reduced hereunder upon filing a notice with the Court and the objectors of the fact it has <br /> reduced the number of surface acres of exposed groundwater and of the new depletion <br /> amount which shall be determined based on the methodology decreed herein based on the <br /> number of surface acres still exposed. The Court retains continuing jurisdiction to review <br /> any objection to such notice. If any person wishes to object to the proposed reduction in the <br /> replacement obligation, that person shall file a written objection with the Court within thirty- <br /> five (35)days of receipt of the notice. The Applicant shall have the initial burden of proof to <br /> show that the proposed reduction will not injure vested water rights or decreed conditional <br /> rights. If no objection is filed, then Weld County may reduce its replacement obligation in <br /> the manner stated in the Notice without further action by the Court. If an objection is so <br /> filed, the Applicant may not reduce its replacement obligation until the Court determines <br /> whether, and under what terms and conditions necessary to prevent injury to vested water <br /> rights and decreed conditional rights, the reduction may be made. <br /> 10. Method for Determination of Depletions. The Integrated Decision Support Group's Alluvial <br /> Water Accounting System model (IDSAWAS), Version 1.5.77, was used to estimate <br /> depletions to the Cache la Poudre River associated with the evaporative depletions from the <br /> Geisert Pit Cell 1. The calculated amount of water to be replaced is 19.3 acre feet per year <br /> distributed monthly as shown below in Table 1. Total evaporative depletions were <br /> determined by multiplying the monthly unit evaporation rates in Table 2 below by the <br /> acreage of exposed water surface area. <br />
