199980251 <br /> Weld County Road Dept. <br /> Wetlands <br /> DETAILED DESCRIPTION OF AUTHORIZED WORK <br /> In accordance with the terms and conditions of this after-the fact Department of the Army permit, Weld <br /> County Road and Bridge Department is granted authorization by the Secretary of the Army to impact waters <br /> of the United States in conjunction with the operation of the 83`d Avenue Gravel Pit. <br /> The project is located approximately 3 miles west from Greeley, Colorado to 83rd Avenue,North two miles <br /> to Weld County Road 62'/4 in Section 31,Township 6 North,Range 66 West,Weld County,Colorado. <br /> July 1990,Weld County built an access road from 83`d Avenue west into the mining area approximately 300 <br /> feet and a berm from the west-end of the access road north to the river which constituted a violation under <br /> Section 404 of the Clean Water Act. Weld County cannot mitigate the loss of wetlands on-site due to <br /> landowner restrictions and water district storage ownership. Therefore,Weld County has identified Geisert <br /> Pit Banking Area as the mitigation site to resolve this violation. <br /> The applicant planned to mine 115 acres along the Cache la Poudre River within a 15 year period beginning <br /> in 1990. Approximately 25 acres were mined, impacting approximately 2.4 acres of wetlands that have <br /> been determined to be hydrologically connected to the Cache la Poudre River. <br /> The wetlands that existed on site prior to and during the mining operation included Threesquare,arctic rush, <br /> redtop bent,spike rush,switchgrass,prairie cordgrass,curly dock,and others. <br /> The Geisert Pit is currently being prepared by Weld County as a Wetland Mitigation Bank Area. Because <br /> 2.4 acres of this pit will be used to resolve the 83`d Avenue Gravel Pit violation 2.4 acres of wetlands within <br /> the bank will not be counted as credits in the bank. In effort to describe the mitigation bank, the site <br /> includes 0.12 acres of existing wetlands and the entire banking area (built around the existing wetland) <br /> encompasses eight acres. This site is not located directly adjacent to the Poudre River, but lies within one- <br /> half mile of the river. Hydrology supporting this project's wetland mitigation and mitigation bank is <br /> predominately ground water. The Geisert Pit is located in Section 31, Township 5 North, Range 65 West, <br /> Weld County,Colorado. It is approximately 1 mile east of the existing violation(83`d Avenue). <br /> 4. <br />
