Wetland Delineation Report for the Global Assets Mine Property, Weld County, Colorado <br /> 1.0 INTRODUCTION <br /> Civil Resources, LLC (CRC) requested that 2DOT Consulting (2DOT) delineate wetlands and <br /> other waters of the U.S. and identify the presence of protected species or their habitats at the <br /> proposed Global Assets Gravel Mine (Project Area), located in Weld County, Colorado. The <br /> delineation includes the identification and recording of physical features that may be <br /> considered waters of the U.S. as defined by the U.S.Army Corps of Engineers (USACE). Waters <br /> of the U.S. include most rivers, creeks, streams, ditches, lakes, and their associated special <br /> aquatic sites. Special aquatic sites include sanctuaries, refuges, wetlands, mud flats, <br /> vegetated shallows, and riffle and pool complexes. 2DOT's evaluation of sensitive species and <br /> their habitats within the Project Area includes species that would be protected pursuant to <br /> the Endangered Species Act (ESA), Bald and Golden Eagle Protection Act (BGEPA), and <br /> Migratory Bird Treaty Act (MBTA). This evaluation consisted of a desktop review and field <br /> survey of the project area. <br /> 2.0 PROJECT DESCRIPTION <br /> The Project Area is located approximately 0.8 mile west of State Highway 85, approximately <br /> 3.5 miles north of Fort Lupton and 7.5 miles east of Interstate 25 (See Figure 1 — Location <br /> Map). The east edge of the project area is located at the South Platte River and the west edge <br /> at the embankment constructed for the Denver Laramie & Northwestern Railway (currently <br /> Great Western Railway—abandoned).The northern edge of the Project Area is approximately <br /> defined as the access road for the property and depicted as Weld County Road (WCR) 22 on <br /> current maps. The southern edge of the Project Area incorporates a farm road on the west <br /> side of WCR 25 and an access road serving two Kerr McGee oil and gas wells (within Project <br /> Area) and a winery (off site). <br /> Bestway Concrete & Aggregate is proposing to perform gravel mining operations within the <br /> central portion of the Project Area (See Figure 2 — Site Plan), hereinafter referred to as the <br /> Mining Area. The Mining Area would be subject to open pit gravel mining operations <br /> throughout. Forthe purposes of this reporting,it is assumed that all features within the Mining <br /> Area would be subject to impact or loss if the proposed mining operations were implemented. <br /> Neither the cottonwood riparian forest on the east end of the Project Area or the <br /> wetland/stream complex at the west end of the Project Area (see Figure 2) were subject to a <br /> delineation of waters of the U.S. or sensitive species surveys, but instead subject only to <br /> qualitative evaluation. No disturbances to these areas are proposed as part of the current <br /> project planning, and so no detailed delineation or protected species survey was requested. <br /> 4 2DOT <br />
