Our initial review indicates that all preliminary items required by Rules 2.01, 2.03, 2.04, 2.05, and 2.06 have not been submitted. Thus, your application is incomplete for the purposes of filing as of 28 October 2016. Also reviewed for any possibly applicable information to permit C-2016-090 were the original Healey Mine permit (C-1976-014), and the subsequently withdrawn Conversion Application for a 112 permit. Please understand that the State coal mining law in place in 1976 when the original Healy Mine permit was issues was less stringent than current law. For this reason there are numerous items listed in this letter requiring documentation. DRMS looks forward to assisting you in addressing these items. The following is a list of Rules that must be addressed in order for the application to be deemed complete. For each section, it is noted if the information submitted addresses the requirements of the Rule. An attempt was made to cite any pertinent information from the original Healey Mine permit file. 1.
