EXHIBIT E - Reclamation Plan (Rule 6.4.5): <br /> 7. In the Exhibit D Mining Plan, the Applicant states that topsoil outside of the creek bed ranges <br /> from 4-5 inches. The original 110c reclamation plan committed to replacing 12 inches on <br /> average of topsoil on the affected lands. Please discuss this discrepancy. <br /> The original 110c reclamation plan did commit to replace 12 inches on average of topsoil. <br /> However, in reviewing the Platner and Rago soil descriptions in the Phillips County Soil <br /> Survey, both soils indicate topsoil from 0 to 5 inches. Subsoil runs from 5" to 17 or 19" <br /> (Platner) and 14" (Rago). We are not committing to replacing more topsoil than exists at <br /> the site. We will commit to replace 5" of topsoil and at least 7" of subsoil or overburden <br /> over the site. <br /> 8. In accordance with Rule 6.4.5(2)(f)(v), please state the depth of topsoil that will be replaced <br /> on the affected lands. Since the Applicant is proposing to return to affected lands to farmland, <br /> more soil replacement may be necessary to create productive farmland again. <br /> The subsoil does extend farther than 12" in parts of the pit area. Whatever material is <br /> removed and stockpiled as overburden will be returned to the pit area. <br /> 9. The Applicant states that the access road will remain intact for the landowner. Please submit a <br /> signed and notarized statement from the landowner requesting the road to remain after <br /> reclamation is completed for their personal use. <br /> In further discussions with the owner, the road will be returned to farmground when the <br /> pit is ultimately closed. The county will rip the roadway to loosen the soil and they will <br /> then begin farming it. No reclamation will take place. <br /> EXHIBIT J—Vegetation Information (Rule 6.4.10): <br /> 10. Pursuant to Rule 6.4.10(1)(c), please include a narrative of the estimated average annual <br /> production for the existing cropland on the proposed affected lands. <br /> A variety of crops have been grown on the site. Red winter wheat average is 36 bushels. <br /> Dryland milo is 40 bushels. <br />
