1.0 Introduction <br />Mountain Coal Company, LLC, (MCC) owns and operates the West Elk Mine (WEM) near Somerset, <br />Colorado for the production of coal. Figure 1-1 shows the location of the mine. MCC needs to <br />develop additional coal waste rock disposal capacity to support its mining operations. This document <br />provides the design and supporting information for the revised Refuse Pile Expansion East (RPEE) <br />waste rock pile that had been previously approved by the Colorado Division of Reclamation, Mining <br />and Safety (CDRMS) in MCC's Mining and Reclamation Permit No. C-1980-007 by Revision Nos. <br />TR -120, TR -127, TR -128, MR -368, MR -383, MR -389, and MR -395. The RPEE, required to dispose <br />of waste rock and other mine development materials generated as part of the coal mining and <br />processing operations, is located within No Name Gulch, located approximately one mile southeast <br />of the existing WEM operations and processing facilities. Figure 1-2 provides a site map of the WEM <br />and the location of the RPEE.
