COG - 0500000- SAND AND GRAVEL PRODUCHON OPERATIONS <br />(AND OTHER NONMETALLICAIINERALSEXCEPTFUEL) <br />ANNUAL FEE $270, CATEGORY 07 SUBCATEGORY lA (EFFEC77VE JULY 1, 2007) <br />L INTRODUCTION <br />This is tlte, f fifth renewal of the general permit for sand and gravel (and other nonmetallic minerals) discharges (COQ - 0500000) to <br />surface waters. This permit is for the regulation of stormwater runoff and process water discharges. Changes have been made to <br />incorporate additional categories of miningfacilides under this general permit. <br />IL GENERAL PERMIT SCOPE <br />A. Applicability <br />This general permit authorizes Stormwater and Process water discharges for the following types of facilities: <br />Mining and quarrying of nonmetallic minerals, except fuels; Standard Industrial aass&adon (SIC) Code 14. <br />Asphalt (SIC 2951) and concrete batch plants (SIC 3273) and recyecling activities located at sand and gravel operations (Batch <br />plants can include the use of recycled asphalt or concrete) <br />This general permit does not cover stormwater only discharges, which are covered under stormwater permit COR- 340000. <br />Tunas of Non» eeoft Mlxerel A t for and Processing - This general permit (COG-0500000) authorizes the discharge of <br />wastewater and stvrmwater from the following categories of nonmetallic mineral mining and processing, as defined in 40 CFA Part <br />436: <br />Crushed Stone rt W-means process wastewater generated during the mining or quarrying and processing of crushed and broken <br />stone and rip rap. This includes all types of rock and stone, rock and stone that is crashed or broken prior to the extraction of <br />mineral, which is covered elsewhere The processing of calcite, however, in conjunction with the processing of emshed and broken <br />limestone or dolomite is included <br />Coffin Sand and Gravel (Su rt C) — means process wastewater generated during the mining and processing of sand and gravel <br />for construction or fill uses. <br />ft&zha Rock rt R )-means process wastewater generated by the mining or quarrying ofphosphate bearing rock, ore, or earth, <br />for the phosphate content <br />Industrial Sand [Subpart D)-means process wastewater generated during the mining andprocessing of sand and gravel far uses other <br />Man construction and fdl. These uses include, but are not limited m, glassmraking, molding, abrasives, filtration, refractories, and <br />refractory bonding. <br />Graphite 6WWAV -means process wastewater generated during the mining and processing of naftoully occurring grwphite- <br />Batch Plants (QK= or Hot Asphalt) -means process wastewater generated during the mixing process. This also includes the <br />associated truck and drum wash area for concrete facilities, and the wet scrubber discharge from hot asphalt plants. <br />All references to sand and gravel will include the other non - metallic minerals (except fuels), unless specyfcally exempted Thu general <br />permit will cover both the process water discharges and stormwater discharges for sand and gravel operations including asphalt and <br />concrete batch plants and recycling activities located at such facilities. Process water discharges are addressed under Part LB of the <br />permit, stormwater discharges are addressed under Part 1. C of the permit <br />Due to the potential toxicity and wide variety of pollutants, the minimal operations in Colorado, and some categories with provisions <br />difficult to incorporate into a general permit, Mineral mining and processing point sowre category - 40 M 436 - subparts E <br />(gypsum), F (asphaltic mineral), G (asbestos and wollastonite), J (barite), X (fluorspar), L (salines from brine lakes), M (borax), N <br />(potash), O (sodium sulfate), S (Frasch Sulfer), V (benton tie), W (magnesite), X (diatomite), Y (jade), Z (novaculite), and AF (tripoli,). <br />will not be covered under this general permit. <br />
