Mr. Jack Henris
October 19 2016
Page 6
m:\min\tc1\_teller\m-1980-244 cc-v\am -11\m-80-244-am-11-2ndmaincomment2016-10-19r4combined.docx
a. Assurance that the appropriate FOS at the edge of the Co Rd Right-of-Way is
achievable (reference DRMS Table 1 above). The response is not adequate.
Please see Comments 30.b(i) and (ii) above.
b. Show Teller Co Rd 82 on Figures 6-1, 6-17 and 6-18. The response is adequate.
c. Clarification on the different FOS’s in the second paragraph. The response is
adequate.
36. Appendix 5 Section 6.3.9, Figures 6-1 and 6-26. Please provide the following:
a. Assurance that the appropriate FOS at… the toe of the ECOSA is achievable. The
response is adequate.
b. Show/label the ECOSA on Figures 6-1, 6-25 and 6-26. The response is adequate.
37. Appendix 5 Section 6.3.11, Figures 6-1 and 6-18. Please provide the following:
a. Assurance that the appropriate FOS at the edge of the Co Rd Right-of-Way is
achievable (reference DRMS Table 1 above). The response is not adequate.
Please see Comments 30.b(i) and (ii) above.
b. Show Teller Co Rd 82 on Figures 6-1, 6-29 and 6-30. The response is adequate.
38. Appendix 5 Table 6-2. Only four of the 10 cross sections analyzed have an acceptable FOS
for global stability. The response is not adequate. CC&V must commit in writing to
modify and implement the angles and bench configurations listed in Table 1-1 of the CNI
report.
39. Appendix 5 Figure 6-1. NW corner of the North Cresson (Globe Hill) mine intersects
Poverty Gulch… This raises two concerns:
a. …rock mass may not be accurately described as completely “drained”. Combined
with the response to Comment 56, the response is adequate.
b. The Division will likely consider the stormwater diversion (a.k.a. “bypass”) a critical
structure, thereby necessitating an appropriate FOS from DRMS Table 1. Combined
with the response to Comment 56, the response is adequate.
40. Appendix 6, Paragraph 2.0, Overburden Storage Area Stability Evaluation.
a. Given the proximity of the ECOSA to both Grassy Creek and Teller Co Rd 81 SW
of the Grassy Creek crossing, the Division considers the ECOSA a critical
structure… The response is adequate.
b. These FOS values are based on DRMS Table 1 strength measurements resulting
from multiple tests. The response is adequate.
c. Potential for saturated colluvium. The Division disagrees the quote alluding to a
saturated colluvium is misleading as short-term saturated conditions are frequent
triggers of large slope failures. The response is adequate.
41. Appendix 6, p. 4, Bedrock. The response is adequate.
