The applicant is responsible for implementing erosion prevention BMPS in accordance with <br /> COR341772 for all mining related activities. This applicant is committed to mining in compliance <br /> with the CDPHE permit and SWMP. <br /> Non-Division jurisdictional issues included control of fugitive dust,truck traffic impacts, <br /> preservation of prime farmland,alignment with Pueblo County Comprehensive Plan,view shed <br /> protection and noise mitigation. <br /> I. Fugitive Dust—regulated by Colorado Department of Public Health and <br /> Environment,Air Pollution Control Division <br /> Colorado Department of Public Health and Environment,Air Pollution Control Division <br /> assigned permit 16PB707F to the projects air pollution emissions notices and fugitive dust plan.This <br /> plan includes emissions from haul roads, stockpiles, mine faces, processing areas and any ancillary <br /> disturbances. <br /> II. Truck Traffic Impacts—regulated by Pueblo County and Colorado Department of <br /> Transportation <br /> The project includes two haul roads;the north road and the southwest road. Both proposed <br /> roads are private roads, minimizing impact to community roads. The north road crosses Olson Road <br /> and proceeds north to Hwy 50. Colorado Department of Transportation issued an access permit <br /> after submission of the appropriate application and traffic study.The southwest road crosses 401h <br /> Lane and proceeds west to 36th Lane, a designated commercial vehicle road in Pueblo County. The <br /> applicant has made every effort to direct regular truck hauling routes away from rural development. <br /> III. Preservation of Prime Farmland—regulated by Pueblo County <br /> According to the USDA NRCS,the project is located on ground designated as "not prime <br /> farmland." As evident in aerial imagery, prime farmland is north and west of the Bessemer ditch. <br /> Reclamation will increase soil productivity, improving the agricultural potential of the site. <br /> IV. Alignment with Pueblo County Comprehensive Plan—regulated by Pueblo County <br /> According to Pueblo County's Future Land Use plan the area is Rural/Ranch,which <br /> recommends limited residential and commercial development to preserve open space and not <br /> increase impact on public services.
