Division jurisdictional issues include potential for successful reclamation, impact to
water quality—specifically irrigating water from the Bessemer Irrigating Ditch, impact to
groundwater and surface water from mine water leaching, potential for increased stormwater flow
during severe precipitation events.
I. Potential for Successful Reclamation
The reclamation plan presented in Exhibit E was developed from the expertise of the US
Department of Agriculture Natural Resource Conservation Service representatives Mr. Richard
Rhoades and Mr.Richard Romano as well as Beth Campbell of the Turkey Creek Conservation
District. These experts are long time community members and residents of southern Colorado who
know the challenges of re-vegetating in semi-arid regions of Pueblo County.
In 2014,the Division chose one of Mr.Ary's reclamation projects as recipient of the Jack
Starner award. The Division has released and reduced the surety bonds on many of Mr.Ary's mine
sites throughout southern Colorado because of his reclamation effort.
As stated in Exhibit E, reclamation will occur concurrently with mine. Slopes will be rebuilt,
contoured and reclaimed as mining progress through the gravel reserve. This will minimize
unvegetated ground that may contribute to area erosion.
Cn\/iirronMq ee nLa 11 /-\%11e rmadiVeo line„
1107 Main Street, Canon City, CO 81212
www.envalternatives.com • e-mail: eai@bresnan.net
Phone: 719-275-8951 • Fax: 719-275-1715
