Division jurisdictional issues include potential for successful reclamation,impact to <br /> water quality—specifically irrigating water from the Bessemer Irrigating Ditch, impact to <br /> groundwater and surface water from mine water leaching, potential for increased stormwater flow <br /> during severe precipitation events. <br /> I. Potential for Successful Reclamation <br /> The reclamation plan presented in Exhibit E was developed from the expertise of the US <br /> Department of Agriculture Natural Resource Conservation Service representatives Mr. Richard <br /> Rhoades and Mr.Richard Romano as well as Beth Campbell of the Turkey Creek Conservation <br /> District.These experts are long time community members and residents of southern Colorado who <br /> know the challenges of re-vegetating in semi-arid regions of Pueblo County. <br /> In 2014,the Division chose one of Mr.Ary's reclamation projects as recipient of the Jack <br /> Starner award. The Division has released and reduced the surety bonds on many of Mr.Ary's mine <br /> sites throughout southern Colorado because of his reclamation effort. <br /> As stated in Exhibit E, reclamation will occur concurrently with mine. Slopes will be rebuilt, <br /> contoured and reclaimed as mining progress through the gravel reserve.
