RECLAMATION <br />PY',tiD SAFETY <br />Re: Mountain Coal Company, LLC, West Elk Mine; Permit No. C-1980-007; <br />Technical Revision No. TR -140, Revised MVB Pad and Road <br />Locations for <br />Longwall Panels E7 and E8 <br />Dear Mr. Simmons: <br />Mountain Coal Company, LLC (MCC) submits the attached application form, proposed <br />public notice, and map in application of Technical Revision No. TR -140 to revise and/or <br />eliminate the locations of several Mine Ventilation Borehole (MVB) pads and roads for <br />longwall (LW) panels E7 and E8 that were approved in late 2008 with PR -14. As shown <br />on the map entitled "Proposed MVB Site and Road Changes", a total of four (4) MVB <br />pads and associated roads on the west end of LW panel E7 will be completely <br />eliminated, as well as eight (8) pads and roads on the west end of LW panel E8. <br />As is also shown on the map, eight (8) MVB pad locations in the middle and east <br />portions of LW panel E7 will be shifted to the north to nine (9) new locations with four (4) <br />new road segments totaling about 2,540 feet. Six (6) MVB pad locations on the east <br />end of LW panel E8 will also be shifted to the north to five (5) new locations with five (5) <br />new road segments totaling about 3,680 feet. <br />These changes were reviewed in the field with Dan Gray of the U.S. Forest Service, <br />Paonia Ranger District.
