Dear Mr. Foster:
The purpose of this letter is to approve the lining of the Greeley 35`h Avenue (West Cell Reservoir). The West
Ceti Reservoir is primarily located in the E1/2 of the NE1/4 OF Section 34 and the NW1/4 of Section 35,
Township 6 North, Range 66 West of the 6th P.M., and is part of the Greeley 351h Avenue gravel pit (DRMS M-
1977-036). West Cell Reservoir was lined with a soil bentonite slurry watt. The slurry watt leak test
commenced August 7, 2015 and concluded on November 6, 2015. Site inspection was performed by our office
on August 27, 2015 to review site conditions and the leak test plan.
Your report dated November 11, 2015 provides the liner summary and leak test result. The test data
provided indicates that the reservoir has been lined to the performance standard referenced in the August
1999 State Engineer Guidelines for Lining Criteria for Gravel Pits (1999 SEO Guidelines). Meeting the
performance standard requires that during reservoir operations all water inflows and outflows for the
liner perimeter enclosed area be accounted for on a weekly basis.
With this liner approval, the West Cell Reservoir of the Greeley 351h Avenue Pit is now classified as a tined
reservoir in accordance with the 1999 SEO Guidelines. Water shall not be impounded in the reservoir except
pursuant to lawful diversions allowed by statute or decree. At all other times, all inflow of water into the
reservoir from any source, including precipitation and ground water inflows shalt be removed to prevent
illegal storage of water. Prior to ANY use of this site, the owner or operator will need to coordinate with
Mark Simpson, District 3 Water Commissioner, to review operations, measurement structures, stage-storage
curves, and accounting.
