<br />Dear Moffat County Commissioners :
<br />
<br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34,
<br />Article 33, Section 116, Paragraph 4, of the Colorado Revised Statutes, that on October 13, 2016
<br />an application to revise coal mining operations at the Deserado Mine was considered complete for
<br />the purposes of filing. The revision was submitted by Blue Mountain Energy, Inc . All review and
<br />comment periods as provided in the Act and the Regulations initiate from this date of f iling.
<br />
<br />Blue Mountain Energy, Inc. has submitted an application for a Technical Revision, TR -70. The
<br />revision proposes to install a new mine dewatering system for the B -Seam workings. The proposal
<br />includes pumping water from the workings through an existing service hole. The water will enter a
<br />series of treatment ponds before discharging into a natural drainage. The proposed dewatering
<br />system is along the existing access road to the tr ain loadout. The revision proposes to disturb 9.85
<br />acres of la nd. The applicant is proposing additional surface disturbance outside of the area
<br />currently approved for disturbance.
<br />
<br />The underground coal mining operation is on land located approximately 7 miles Northeast of
<br />Rangely, Colorado. The permit area is further described as follows:

<br />Portions of Sections 1, 2, 3, 4, 10, 11, and 12, T2N, R101W, 6th PM, all in Rio Blanco County;
<br />Portions of Sections 17, 18, 19, 20, 21, 23, 25, 26, 27, 28, 30, 31, 34, 35, and 36, T3N, R101W, 6th
<br />PM; All of Sections 22, 29, 32, and 33, T3N, R101W, 6th PM, all in Rio Blanco County.
