<br /> In an effort to verify compliance with C.R.S. 34-32.5-116(4)(h) and Rule 3.1.6, the application includes a
<br /> surface water monitoring plan. This plan includes the installment of four surface water monitoring
<br /> stations, located hydrologically up-gradient and down-gradient from the proposed mine area in the
<br /> Deadman Creek and Little Turkey Creek drainages. All monitoring stations will include collection of
<br /> water samples for laboratory analysis, field parameters, and streamflow measurements.
<br /> Surface water quality analysis will include all required parameters from the CDPHE,WQCC—Regulation
<br /> No. 32 — Classifications and Numeric Standards for Arkansas River Basin — Appendix 32-1 — Stream
<br /> Classifications and Water Quality Standards Tables — Effective 0610112016, Stream Section 14d
<br /> (COARUAI4D), except for Chlorophyll a, which the Division determined would not be required for this
<br /> site.
<br /> The Applicant is required to collect surface water quality data during five successive calendar quarters
<br /> prior to commencement of mining, in order to sufficiently characterize baseline conditions at the site. At
<br /> the end of the 15-month monitoring period, the Applicant will submit a final report to the Division which
<br /> summarizes monitoring results. After reviewing the final report, the Division will determine whether any
<br /> aspect of the monitoring plan needs to be revised. Any revisions to the approved surface water monitoring
<br /> plan will be submitted for Division review and approval through either the Technical Revision or
<br /> Amendment process.
<br /> Additionally, the Applicant has developed a stormwater management plan which shows how runoff water
<br /> from disturbed areas, stockpiled material, and operating surfaces will be managed to protect against
<br /> pollution of both surface and groundwater, during and after the operation. The Division determined the
<br /> stormwater management plan satisfied the requirements of Rule 6.4.7(2)(c) and the applicable
<br /> performance standards of Rule 3.1.
<br /> The stormwater management plan submitted in Exhibit G includes a series of ditches, sediment ponds,
<br /> and culverts designed to control runoff from a 100-year, 24-hour storm event. All structures are designed
<br /> using the most conservative conditions,typically the greatest disturbance area. The system design follows
<br /> guidelines established by El Paso County and the City of Colorado Springs, and are in compliance with
<br /> the Division of Water Resources' (DWR's) requirements. The Division determined that the stormwater
<br /> management plan satisfied the requirements of Rule 3.1.5(10) and (11), Rule 3.1.6, and Rule 6.4.7.
