<br /> lands,unless the Secretary determines that the interest of the United continue to be liable for the cost of removal and disposal in the
<br /> States would be served thereby;or amount actually incurred by the lessor.If the surface is owned
<br /> by third parties,lessor shall waive the requirement for removal,
