October 6, 2016 C-1981-037/GEC Strip Mine RDZ <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 3 of 9 <br /> <br />The access road that connects to Energy Fuels’ Monarch Fan Road continues to remain navigable with an SUV. <br />The armoring work in the channel that runs along the road, performed by Energy Fuels in 2014, appears to have <br />helped protect the road from further degradation. No mass wasting was seen from the toe of “Chen’s Hill” into the <br />roadside channel. The access road also remains relatively stable at the two California crossings where the two <br />drainages from the pit areas cross the road. Erosion of the cut slope along the south side of the road was observed, <br />as in the past, and the area is devoid of vegetation. At the large culvert for the Magpie Creek Diversion the road is <br />wide, and headcutting next to the culvert is not an imminent threat to the road. <br /> <br />Sediment loads from GEC continue to wash onto the Southfield access road (Fremont County Road No. 92), near <br />the green entrance gate. <br /> <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The inspection included the following reclaimed areas: <br /> The northern portions of the East and West Pits <br /> The southern, eastern, and western sides of “Chen’s Hill” <br /> The tipple area <br /> The North Orphan Mine and the Orphan Mine <br /> The “duck pond.” <br /> <br />Vegetative communities are established on the majority of the reclaimed areas, and no weed patches were <br />observed other than cheat grass in the West Pit reclamation. The tipple area contains some bare spots. Some areas <br />with gullies are discussed in the Slides and Damage section. <br /> <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br />Several large gullies were seen throughout the reclamation. The worst that were observed during this inspection <br />include: <br /> The gully below the East Pit, on either side of the access road. <br /> Gullies on the west side of “Chen’s Hill.” <br /> The group of gullies on the west side of the site (above Southfield’s Magpie Diversion). Some of these <br />are healing but others are still in bad shape. <br /> A gully at the south end of the North Orphan Mine. <br /> <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />This is a revoked site, therefore there is not a valid permit associated with this site. Thus, enforcement is <br />not a relevant action. <br />
