enforcing those regulations, any violations of those laws will also violate the lease with the State <br /> Land Board. <br /> The State Land Board believes Fremont made concessions to protect the conMMunity around this <br /> proposed sand and gi avel operation. Specifically, Fremont designed the operation to pi otect the <br /> viewshed for surrounding residents. White the proposed mining plan reduces the amount of sand <br /> and °ravel that could be recovered from the property and thus reduces the royalty that could be <br /> collected, the State Land Board supports this approach to ensure that development is compatible <br /> with the surrounding community. <br /> 4. Beneficial Uses for the Site. Most of the proposed mining area will occur on lands where minerals <br /> are held by the state, and mining the sand and gravel from this site will result 1n additional <br /> revenue which could not otherwise be generated. The remaining state surface acreage will be <br /> used by the State Land Board's surface lessee for agiit ultural uses, primarily grazing. We believe <br /> that reclamation of the lands impacted by mining on this site will return the land to productive <br /> agricultural uses compatible with of better than the surrounding lands. In accordance with our <br /> plans to manage these lands for the benefit of multiple generations, we will work with the surface <br /> and subsurface lessees and DRMS to achieve this goal. <br /> The State Land Board beht ves there are many benefits derived from the production of sand and gravel <br /> on lands that are adminiAered by the State Land Board, as long as all mining and reclamation activity <br /> is completed in accordance with all laws and i(-gulations that DRMS rigorously works to enforce.
