23. The Applicant states,on Page 12-8 of Volume I,that when the maximum footprint of the Squaw <br /> Gulch Overburden Storage Area is reached,the outslopes will be graded to final overall grades <br /> of 2.5H:IV.Please clarify if the footprint will be increased in size or the height of the dump will <br /> be increased to accommodate the grading of the outslopes. <br /> RESPONSE. There are no plans to increase the footprint of the Squaw Gulch OSA. <br /> The reclamation plan for SG OSA was approved as part of Amendment 10/MLE2. No <br /> changes were proposed in Amendment IL <br /> 24. On page 12-8 of Volume I,the Applicant states that sections of varying steepness will be <br /> formed within this overall outslope of the Squaw Gulch Overburden Storage Area to generate <br /> irregular landforms. Please clarify the maximum slope of these irregular landforms will not <br /> exceed 2.5H:IV. <br /> RESPONSE. Bulldozing equipment used to prepare the slope for final reclamation may <br /> create small pockets of 2 to 3 foot high 2H.•1 V slopes. The maximum overall slope will <br /> not exceed 2.SIL•1 V. <br /> 25. On page 12-9 of Volume 1,the Applicant discusses that that reclaimed slopes of the Squaw <br /> Gulch Overburden Storage Area may be plated with rock to protect against storm water runoff <br /> erosion and to emulate historic underground development rock piles in the Mining District. <br /> Similar to adequacy issue#14 above,please clarify the maximum size of a rock-plated area of <br /> the Squaw Gulch Overburden Storage Area and indicate these areas on the Exhibit F <br /> Reclamation Plan Map(Drawing F-1: Approximate Post Mining Topography). <br /> RESPONSE: See response to Adequacy issue #14 above. As this practice is under <br /> consideration at this time it is premature to identify specific locations on Drawing F-1. <br /> 26. On page 12-10 of Volume I,the Applicant states that discrete slopes on surface mine backfill <br /> areas may vary in steepness within the overall 2.5H:1V slope to generate irregular landforms. <br /> Please specify the proposed steepest section of these overall slopes. <br /> RESPONSE: Under the Surface Mine Backfill Areas subheading on page 12-10 of the <br /> Project Description (Volume I), the last sentence of the first paragraph states portions of <br /> the Main Cresson backfill will need to be graded and reclaimed at an appropriate <br /> 2H.•1 V slope due to placement constraints. <br /> 27. On page 12-11 of Volume I,the Applicant states that a portions of the Main Cresson mine area <br /> will be backfilled at an approximate 2H:1 V slope. Please provide a technical justification for the <br /> increase in slope steepness compared to other reclaimed areas at the mine site. The Applicant <br /> also states that where practicable and safe,these areas will be graded and reclaimed. Please <br /> specify what slope these areas will be graded to. Please also specify how much topsoil will be <br /> replaced on the backfilled portions of the Main Cresson mine area. <br /> RESPONSE: An increase in slope steepness may be required at the interface between <br /> the highwalls and the main backfilled area. Differing areas of 2H.•I V slopes will be <br /> dependent on the highwall orientation relative to the backfill.All other backfill areas of <br /> the Main Cresson Mine will be reclaimed to 2.SH.•1 V. Volume IV,Appendix 11, Drawing <br /> CCVSAI I-5 indicates 212,710 cubic yards of growth media is planned for reclamation <br /> L purposes on the backfilled portion of the Main Cresson Mine. <br /> 28. On page 12-11 of Volume I,the Applicant states that backfilling of the East Cresson mine area <br /> will be accomplished by end-dumping the material in lifts that range in height. Please specify <br /> the maximum height of an individual lift. <br /> Page 10 of 14 <br />
