2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND
MINING ACTIVITIES -- MINIMUM REQUIREMENTS FOR OPERATION
AND RECLAMATION PLANS.
2.05.6 Mitigation of Surface Coal Mining Operation Impacts. (Cont'd.)
(3) (b) (iii) (Cont'd.)
The operator believes that periodic reevaluation of the groundwater monitoring
program is necessary and will report to the Division monitoring results and projected
changes to the monitoring program in the "Annual Hydrology, Subsidence, and Mine
Inflow Report". The "Annual Hydrology, Subsidence, and Mine Inflow Report" will be
submitted to the Division by April 30 of each year. Groundwater monitoring
specified in Tables 3 and 4B of Volume 4 will continue until cessation of operations
and/or approval of the Division.
Post Reclamation Monitoring
When regrading and backfilling of the east mine site is complete, nine piezometers
were to be installed in the backfilled wedges to monitor groundwater saturation. The
piezometers were to be installed where shown on Map 6A -5D. One piezometer was
to be located in the fill wedge above the crushing and screening level. Two
piezometers were to be located in the fill wedge above the shop level. One
piezometer was to be located in the fill wedge above the parking level and two
piezometers were to be located in the fill wedge above the office level. Three
piezometers were to be located in the fill wedge above the fan level. The
piezometers were to be installed throughout the entire thickness of the fill wedges.
The piezometers were to be monitored quarterly through the first two years following
backfilling and annually in June thereafter for the duration of the reclamation liability
period or until cessation of monitoring is approved by the Division. A typical
piezometer well completion diagram is presented in Volume 6A, the Phase II Study,
Geo-Hyro Consulting, Plate 6.
During the reclamation of the site there was not any indication of springs or other
water sources that would cause saturation of any of the fill wedges. Additionally, the
existing monitoring wells on site (B-5, B-6, B-8) have been dry during all monitoring
events. Therefore the nine piezometers mentioned above were not installed.
TR 61 124 Revised 08/31/16
