COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />September 28, 2016 <br />Arbie Marie "Chi Chi" Price <br />Oakridge Energy, Inc. <br />4613 Jacksboro Highway <br />Wichita Falls, TX 76302 <br />Re: Carbon Junction Mine (Permit No. C-1992-080) <br />Initial Adequacy letter for Bond Release Application No. 5 (SL -05) <br />Dear Ms. Price: <br />As a follow-up to the bond release inspection of the Carbon Junction Mine on September 7, 2016, I want <br />to reiterate the following adequacy items that were discussed during the inspection: <br />• The lack of a defined ditch at the bottom of the North Pit Road <br />• An excavation and swale near the ditch that flows into Sediment Pond #1 <br />• Musk Thistle seen around the site, including reclaimed Sediment Pond #2 and near the large culvert <br />• Erosion on the Boundary Road <br />• Damage by trespassers on Topsoil Stockpile #2. <br />The Division looks forward to discussing these items with you and/or Mike Savage in the near future. As <br />a possible alternative to making physical improvements to address these items, please explain why the <br />improvements are not needed in the context of the post -mining land use. <br />The Division's office review of the SL -05 application revealed no issues with the vegetation data, with <br />protection of the hydrological balance, or with any other compliance issues related to the Regulations of <br />the Colorado Mined Land Reclamation Board for Coal Mining.
