AGGREGATE <br />INDUSTRIES <br />Mr. Peter Hays, Division of Reclamation, Mining and Safety <br />September 22, 2016 <br />Page Two <br />the mine or upland areas until incorporated into the backfilling progression as noted above. Import <br />material may also be incorporated into an optional east -west dike across the center of the site as set forth <br />in the approved reclamation plan. In accordance with Construction Material Rule 3.1.5(9), Al is <br />submitting the required Notice of Material to be Imported for Backfill in a separate communication of <br />even date herewith. <br />All backfill material will be placed and stabilized in accordance with the approved reclamation plan. <br />Financial Warren <br />The inspection map created by the Division and included with its June 1, 2016 inspection report indicates <br />that approximately 54.9 acres of the site have been disturbed, which is more than the currently approved <br />25 acre maximum disturbance. As required under the Financial Warranty topic set forth in the Division's <br />report of its June 1, 2016 inspection, Al has prepared an updated cost estimate for the reclamation to <br />address the increased area of disturbance. Based upon the revised phasing plan proposed for the site, At <br />has recalculated the reclamation cost based upon full disturbance of the site. <br />The currently approved reclamation plan provides for either open lake or sealed water storage reservoir <br />with reclaimed shoreline seeded with native grasses and planting of trees along Boulder Creek. it also <br />provides for an optional earth embankment dike. As noted in the Division's inspection report, AI is <br />considering backfilling the site to eliminate any exposed water; however this option is dependent upon the <br />amount of import fill material that may become available throughout the life of the mine. For bonding <br />purposes at this time, At proposes to reclaim the site to sealed water storage by installing a slurry wall. <br />Using Table L-1 — Estimated Reclamation Costs from the original permit application, At has recalculated <br />the reclamation cost to incorporate the slurry wall and update unit costs for all other reclamation <br />activities, including the optional earth embankment dike. The costs have been determined by using unit <br />costs that have been provided to AI for a permit application that is currently being developed for mining <br />and reclamation of another site. Enclosed is the updated cost estimate.
