September 7, 2016 C-1981-019/Colowyo Coal Mine ZTT

Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 1

evidence of Elk having bedded down and browsed plants in this shrub plot. The operator has opened all the fenced
shrub plots included in the requested parcel areas.

The inspection moved over to three parcels in the West Pit area. The three parcels in the west pit included
WP008, WP011, and WP009. Parcel WP008 and Parcel WP011 were located on the slopes of the West Pit fill.
WP008 had a dense stand dominated by Great Basin Wildrye, Thickspike wheatgrass, and Mountain brome.
Columbian sharptail grouse were flushed from this parcel. Cover on WP008 and WP011 were very good and
diverse. WP009 is a half-acre parcel on the west side of the East Taylor drainage. The area has a good perennial
vegetative community established. A gully is forming at the northern end of the light use road used to get to this
parcel. The gully is outside of the requested WP009 parcel.

Both the Mountain Shrub reference area and Sagebrush reference areas were visited. Both areas are in good
condition with no apparent disturbances or degradation of the reference areas. The sagebrush in the Sagebrush
reference area is old and some of it dying off naturally. The reference areas appear in agreement with data
reported in the SL10 application.
