Mine Site Evaluation <br />Mine Name: Fruita Loadout <br />Permittee: CAM -Colorado, LLC <br />Permit ID#: C-2010-088 <br />Inspection Date: 9/8/2016 <br />Inspection Type: Partial oversight <br />Weather Conditions: Hot and sunny with dry ground <br />Participants: <br />Tom Medlin, OSMRE #0562 <br />Zach Trujillo, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Background: <br />The Fruita Loadout is located in Mesa County, Colorado. The site is designed as a unit <br />train loadout for coal hauled via highway legal trucks. Current status of the site is <br />Temporary Cessation (TC). No disturbances related to surface coal mining and <br />reclamation operations have taken place. <br />Inspection: <br />Prior to and following the partial oversight field evaluation, the OSMRE inspector <br />performed an administrative review of pertinent documentation including the most <br />recent DRMS inspection report (which indicates no enforcement actions taken or <br />pending), as well as the approved Operations and Reclamation Plan. <br />Permit Term (Rule 2.01.5) <br />Rule 2.01.5 requires surface coal mining and reclamation operations to commence <br />within three years of permit issuance to avoid termination. Permit C-2010-088 was <br />issued on March 6, 2012. Three years from that date is March 6, 2015 which has <br />passed. The OSMRE inspector is aware DRMS is currently working with the permittee <br />to resolve this issue. By letter dated July 25, 2016, the permittee requested an <br />extension of time to commence operations under Rule 2.01.5(2)(b). DRMS is currently <br />reviewing this request. <br />Mine and Permit Identification Signs (Rule 4.02.2) <br />The mine permit identification sign at the permitted Access Road No. 1 to the east was <br />intact and contained all information as required (Figure 1). No issues were observed. <br />Perimeter Markers (Rule 4.02.3) <br />Permit boundary markers are constructed of white polyvinylchloride (PVC) pipe and <br />were intact and readily visible (Figure 2).
