Mine Site Evaluation <br />Mine Name: McClane Canyon Mine <br />Permittee: McClane Canyon Mining, LLC <br />Permit ID#: C-1980-004 <br />Inspection Date: 9/8/2016 <br />Inspection Type: Partial oversight <br />Weather Conditions: Hot and sunny with dry ground <br />Participants: <br />Tom Medlin, Office of Surface Mining Reclamation and Enforcement (OSMRE) #562 <br />Chuck Silengo, McClane Canyon Mining, LLC <br />Zach Trujillo, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Background: <br />The McClane Canyon Mine is an underground coal mine permitted by McClane Canyon <br />Mining, LLC. The mine is currently in temporary cessation status and has been idled <br />since 2010. According to the 2015 Annual Reclamation Report, 12.9 acres have been <br />disturbed and none have been reclaimed. The mine expects to reinitiate operations <br />once the coal market improves. <br />Evaluation: <br />Prior to and following the field evaluation, the inspector performed an administrative <br />review of pertinent documentation including the most recent DRMS inspection report <br />(which indicates no enforcement actions taken or pending), McClane Canyon <br />Operations Description, 2014 Annual Hydrology Report, 2015 Annual Reclamation <br />Report, and Midterm Review 07. The Evaluation Year 2017 Stream Buffer Zone <br />Exemptions topic -specific evaluation was also performed on this day. The results of that <br />evaluation appear in a separate report. <br />Mine and Permit Identification Signs (Rule 4.02.2) <br />The mine identification sign at the entrance from Colorado State Highway 139 was <br />intact and contained all information as required (Figure 1). No issues were observed. <br />Perimeter Markers (Rule 4.02.3) <br />Perimeter boundary markers are constructed of red -painted rebar and were intact and <br />readily visible (Figure 2). No issues were observed. <br />Stream Buffer Zone Markers (Rule 4.02.5) <br />The Stream Buffer Zone markers required under this rule were missing. These markers <br />are vital to ensuring no unapproved disturbances occur within 100 feet of East Salt <br />11Page <br />
