Mine Site Evaluation <br />Mine Name: Munger Canyon Mine <br />Permittee: CAM Mining, LLC <br />Permit ID#: C-1981-020 <br />Inspection Date: 9/8/2016 <br />Inspection Type: Partial oversight <br />Weather Conditions: Hot and sunny with dry ground <br />Participants: <br />Tom Medlin, Office of Surface Mining Reclamation and Enforcement (OSMRE) #562 <br />Zach Trujillo, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Background: <br />The Munger Canyon Mine is an underground coal mine in permanent cessation status. <br />According to the 2015 Annual Reclamation Report, of the 19.6 total acres disturbed, 1.1 <br />acre has received Phase I bond release, 18.41 Phase II bond re�ase, and 2.90 Phase <br />III bond release. The post -mining land use (PMLU) is wildlife habitat and livestock <br />grazing. <br />Evaluation: <br />Prior to and following the field evaluation, the inspector performed an administrative <br />review of pertinent documentation including the most recent DRMS inspection report <br />(which indicates no enforcement actions taken or pending), Munger Canyon Mine Plan, <br />2015 Annual Reclamation Report, and Permit Renewal (PR) 6. The Stream Buffer Zone <br />Exemptions topic -specific evaluation for Evaluation Year 2017 was also performed on <br />this day, the results of which appear in a separate report. <br />Mine and Permit Identification Signs (Rule 4.02.2) <br />The mine identification sign at the entrance from Colorado State Highway 139 was <br />intact and contained all information as required (Figure 1). No issues were observed. <br />Perimeter Markers (Rule 4.02.3) <br />Perimeter boundary markers are constructed of red -painted rebar and were intact and <br />readily visible (Figure 2). No issues were observed. <br />Stream Buffer Zone Markers (Rule 4.02.5) <br />The Stream Buffer Zone along the north side of the reclaimed haul road was clearly <br />marked as required (Figure 4) The Division has approved a Stream Buffer Zone <br />exemption where the reclaimed Waste Rock Disposal Site lies within 100 linear feet of <br />Munger Creek.
