Mr. Guire’s letter indicates that, “All land has to have means to be irrigated by since flood/furrow <br />irrigation is no longer possible.” The Division will contact Mr. Guire to clarify this comment. <br />Please explain how his property is irrigated presently? <br />7. Proposed page 6 indicates a portion of the ASF parcels will be retained as an access road. In <br />accordance with Rule 4.03.2(1)(g)(i), this road must comply with the applicable performance <br />standards. Please submit the applicable designs for this road in accordance with Rule <br />2.05.3(3)(c)(vii) and Rule 4.03.2. <br />8. Please clarify what condition or configuration the staging and storage areas within the ASF <br />parcels shall be left in. Please demonstrate how these areas will be stabilized to prevent erosion <br />and offsite sedimentation in accordance with Rule 4.05.1(4). <br />9. Map 2.05.4-5 has been revised and the irrigation pipelines are no longer shown on the map. In <br />accordance with Rule 2.10.3(1)(e) please delineate these pipelines on the revised map. <br />10. Proposed revised page 8 and 22 regarding the Lloyed property indicates the irrigation design <br />provides a total Irrigated Pasture area of 25.62 acres; however, proposed revised map 2.05.4-5 <br />indicated that only 13.35 acres will be reclaimed to irrigated pasture. Please explain this <br />discrepancy. <br />11. Revised page 9 indicated Map 2.05.4-8 provides details for the reclamation plan for the 3.96 acre <br />parcel on the Johnson property to be reclaimed to Prime Farmland. The Division could not locate <br />this map in the electronic or in the hard copy of the permit application package. Please submit a <br />copy of this map. <br />12. Please revise map 2.05.4-5 to depict the water pipeline that will carry water to the 3.96 acre IC/PF <br />area on the Johnson Property. <br />13. Proposed revised page 9 indicates that New Horizon will reclaim the rest of the Johnson property <br />as dryland pasture (95.89 acres). However, based on Map 2.05.4-5, only 79.97 acres will be <br />reclaimed as dryland pasture on the Johnson Property. Please explain or correct this discrepancy. <br />14. On proposed revised page 16, an incorrect table citation is discussed in the narrative for the <br />weighted average production factor. The correct table citation should be Table 2.05.4(2)(e)-1. <br />15. Please revise Table 2.05.4(2)(e)-1, Irrigated Pasture Reference Area Weighted Production Factor <br />to list 2.4 acres for soil type 15. <br />16. Please submit permit Attachment 2.05.4(2)(e)-12 referenced in the Irrigated Pasture Management <br />section on proposed revised page 30. The Division could not locate this attachment in our <br />electronic or hard copy files. <br /> <br />This concludes the Division’s preliminary adequacy review of TR-75. The Division is required to issue a <br />proposed decision for the application by November 8, 2016.
