The following comments are posed to ensure adequate <br />engineering analyses and design practices are implemented to eliminate or reduce to <br />the extent practical the disturbance to the hydrologic balance expected b y the mining <br />operation with respect to water quality and quantity in accordance with Rules 3.1.6(1), <br />6.4.7. The comment identifiers below are new with respect to the second adequacy <br />review memo dated August 30, 2016 as all 32 of those comment s were adequately <br />addressed with the exception of Comment No. 30. The September 15 response to <br />Comment No. 30 has initiated Comment A below. <br /> <br />A) Figure G-8. As this is a Phase III plan and the Division is estimating the bond <br />through Phase III, the removal and/or complete sealing of culvert CWC -1 (~700 <br />ft. of 96-in dia. CMP) must be addressed. This will have implications to Exhibit <br />L as well. Given that haul traffic is planned to cross the culvert and the fill/cover <br />is to be crusher fines, structure design must also be addressed. Please: <br />a. Describe how this culvert will be removed and/or completely sealed for <br />closure; and <br />b. Provide costs for this effort in Exhibit L. <br />c. Commit in writing to provide the Division with a structure design for CWC- <br />1 to address cover, loads and fill strength prior to installing the 96 -inch <br />dia. CWC-1 culvert. <br />B) Figure G-9. The final disposition of culvert CWC-1 must be addressed. This <br />includes a commitment to remove and/or completely seal culvert CWC -1 (~1,100 <br />ft. of 96-in dia. CMP). This may be addressed in the response to Comment A, but
