September 14, 2016 C-1981-012/New Elk Mine RAR <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 9 of 12 <br /> <br /> <br /> Photo 11: Ditch D56 on west side of RDA at the top. <br /> <br /> <br /> <br />Photo 12: Containment Area 1 holding water and exhibiting <br />dense willow stand along embankments. <br /> <br /> <br />o Sump at development waste pile #2 appeared to be functioning. Please assure that the sump does <br />not exceed the size of four loader buckets. <br />o Best management practices for erosion control: sumps, wattles and silt fences observed appeared <br />in good repair and functioning properly at time of inspection. <br /> <br />TOPSOIL - Rule 4.06 <br />Removal 4.06.2; Storage and Protection 4.06.3: <br />o Topsoil piles (soil storage area and topsoil pile #2) were adequatly marked as such. <br />o The sprouted seed showed vigorous growth on the eastern slope of the soil storage area. The <br />ring ditch was intact. <br />o No erosion was visible on either pile with the exception of: <br />17. rills forming on the eastern slope of the soil storage area. Monitor and mitigate (branches maybe) as <br />needed to prevent soil movement. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE - Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />There are three wase disposal areas: <br />o Refuse Disposal Area (RDA) <br />o Development Coal Waste Pile (DCWP), <br />o Development Waste Disposal Area #2 (DWDA#2). <br />
