RULE 2 PERMITS <br />2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND RECLAMATION <br />OPERATIONS: MINIMUM REQUIREMENTS FOR LEGAL, FINANCIAL COMPLIANCE, <br />AND RELATED INFORMATION <br />2.03.1 Objective <br />The objective of this section is to insure that the Division receives all relevant information regarding <br />ownership and control of surface coal mining operations, the ownership and control of the property to be <br />affected by those operations, the compliance status and history of Colowyo, and other important <br />information. <br />2.03.2 Responsibilities <br />Within the application, Colowyo has provided the Division with information for approval of a coal <br />mining and reclamation permit" under the requirements of the Colorado regulations for coal mining. As <br />discussed throughout the course of the application, the format will parallel the Colorado coal mining <br />regulations. The application will focus on the requirements of Rule 2, specifically Rule 2.04, Rule 2.05, <br />and certain aspects of Rule 2.01, 2.02, 2.03, and Rule 2.06. Rule 4, Environmental Performance <br />Standards, will be included to generally serve as a cross reference to the main text of this report. <br />2.03.3(1-5) Format and Supplemental Information <br />Colowyo has endeavored to delineate information in this application as clearly and concisely as possible, <br />consistent with the scope of the various regulations involved. Special care has been taken to support all <br />information by technical references and other appropriate authorities. Likewise, attention has been given <br />during the development of this application to document all conclusions with sound technical data. <br />The overburden, soils, water and coal were analyzed for chemical and physical properties by several <br />qualified laboratories. These companies are very familiar with analytical techniques and standardized <br />procedures for sampling of overburden, soils, water and coal. Furthermore, the dates of collection and <br />analysis work are included in the applicable sections. Additionally, in those parts of this application <br />where technical data is presented, the personnel directly responsible for its collection and analysis are <br />specifically identified, together with the dates of collection and analysis, and methodologies used. <br />Laboratory Analysis <br />1.
