Three copies of this permit application have been submitted to CDRMS at 1313 Sherman Street, Room
215, Denver, CO. Copies have also been provided to the Office of Surface Mining Reclamation and
Enforcment (OSMRE) at 1999 Broadway, Suite 3320, Denver, CO, and the Bureau of Land Management
(BLM) Little Snake Field Office at 455 Emerson Street, Craig, CO.

2.03.4 Identification of Interests
Colowyo Coal Company L.P. is a limited partnership between two wholly owned subsidiaries of Western
Fuels — Colorado LLC. It's General Partner and Manager is Axial Basin Coal Company, which hold a
20% partnership interest in the Colowyo Mine. The remaining 80% partnership interest is held by Taylor
Creek Holding Company. Western Fuels — Colorado is owned by two entities, Western Fuels
Association, Inc. (1%) and Tri-State Generation and Transmission Association (99%).
Western Fuels — Colorado, a Limited Liabiliyt Company (WFC), is the permit applicant and mine
operator for the Colowyo Mine (Colowyo). The general office is located at 5731 State Highway 13,
Meeker, Colorado 81641; telephone number [phone]. Colowyo's Employer Identification
Number is 87-0522903. Colowyo's Mine Safety and Health Adminstration (MSHA) identification
number is 05-02962 and it was issued on October 1, 1976.
The duly Authorized Representative for WFC is Barbara Walz, Chief Compliance Officer for Tri-State
