M-2016-010, 112 CONSTRUCTION MATERIALS RECLAMATION PERMIT APPLICATION, ADEQUACY REVIEW NO. 4 DRMS COMMENTS-AMY ESCHBERGER EXHIBIT D—Mining Plan (Rule 6.4.4): 1) Comment: In the Pre-Blast Survey Plan, Table 1: Water Quality Monitoring Parameters, please add the following parameters to be analyzed in water quality samples collected from local groundwater wells: Color, Corrosivity, Foaming Agents, and Odor. Although these standards are considered Secondary Drinking Water Standards, the Division requires them to be analyzed in the Pre-Blast Survey to aid in better identification of potential impacts to water quality in groundwater wells after mining activities have commenced. Response: Transit Mix has revised the Pre-Blast Survey Plan in Exhibit D in response to this comment. Table 1: Water Quality Monitoring Parameters has been revised to include monitoring for color,corrosivity, foaming agents,and odor. Transit Mix has also increased the Pre-Blast Survey radius from one-half mile to three- quarters mile as an abundance of caution and following discussions with the Division. The increased survey radius is a 50% increase beyond the legal requirements established by the U.S. Office of Surface Mining,Reclamation,and Enforcement. The radius will also be measured from the permit boundary (north and west of the scale house), and not just the blasting sites, to be more inclusive. There will be no blasting south or east of the scale house. EXHIBIT G- Water Information (Rule 6.4.7): 2) Comment: In the groundwater monitoring plan,Table 2.2: Groundwater Sample Suite,please add the following parameters to be analyzed in water quality samples collected on site: Color, Corrosivity, Foaming Agents, and Odor. Although these standards are considered Secondary Drinking Water Standards, the Division requires them to be analyzed at least for the five calendar quarters of groundwater quality data to be collected for baseline characterization. Response: Transit Mix has revised the Surface Water and Groundwater Monitoring Program in Exhibit G in response to this comment. Table 2.2: Groundwater Monitoring Suite has been revised to include monitoring for color,corrosivity,foaming agents,and odor. EXHIBIT L- Reclamation Costs (Rule 6.4.12): 3) Comment: The text was not revised correctly per item no. 20 of the Division's adequacy review no. 3.
