The design for the permanent fresh water line was developed by AMEC Foster
Wheeler.
1. Teller County understands that on Monday, May 23, 2016 a loss of300 gallons per minute was
noticed at the High Grade Mill. A subsequent inspection found a water leak at the toe of the East
Cresson Overburden Stockpile Area(ECOSA)near the buried freshwater line. It is also
understood that the escaping fresh water was captured in the existing storm water collection
system and that a subsequent inspection found that the stability of the ECOSA was not
compromised.
2. Teller County understands, and had an opportunity to comment on,TR-80 in which DRMS
authorized the installation of the temporary fresh water line on August 2,2016. We also
acknowledge that no water is currently being observed at the ECOSA where the leak was
previously. It is also understood that on August 18,2016 CC&V submitted and received verbal
approval of an Addendum to TR#80 allowing an additional temporary fresh water line tie-in
below the Grassy Valley Pipeline and placement of a portable water stand to provide water to the
High Grade Mill.
3. In terms of the pipe reroute,Teller County understands that the new permanent freshwater line
will tie into the existing Grassy Valley Pipeline at the toe of the ECOSA, will be constructed of 8-
inch carbon steel pipe, will run 10,837 feet and will have a maximum flow of 925 gallons per
minute and will handle a maximum pressure of 224 psig.
