The purpose of this inspection was to <br />ensure CAM Mining, LLC is in compliance with its permit and more specifically, Rule 4.05.18 - Stream Buffer <br />Zones. Chuck Salingo of CAM Mining, LLC was present at the mine site and accompanied DRMS and OSM in <br />the inspection. Weather conditions were clear and the temperature around eighty five degrees fahrenheit with <br />ground conditions dry. There was no activity at the mine site at the time of the inspection. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Stream buffer zones are defined in the Rule 4.05.18 as “land within 100 feet, or greater distance if required by the <br />Division, of a perennial stream, an intermittent stream, or an ephemeral stream with a drainage area greater than <br />one square mile.” Specifically, this inspection focused on examining the disturbance that is approved in <br />accordance with Rule 4.05.18, and whether it was constructed in that approved manner. <br /> <br />Disturbances within the 100 foot buffer at the McClane Canyon Mine include the footprint of a constructed silt <br />fence that collects surface runoff from the mines facility area or Water Sampling Point 004. At the time of the <br />inspection. Designs for the silt fence can be located in Volume 1, Page 2-49 and Appendix M. Measurements were <br />taken of the silt fence as well as distances from the East Salt Creek. The discharge point of the silt fence was <br />measured to be approximately 55 feet from the center of the East Salt Creek. The silt fence containment area was <br />measured at the centerline of its length and was 13 feet wide by 28 feet long by 4 feet deep. The inlet from the <br />facility area ditch into the silt fence containment area was measured at 3 feet. <br /> <br />After inspecting the buffer zone, coal fines were observed within the buffer zone. These fines were most likely in <br />the area due to the major precipitation event that occurred in the fall of 2014. For more information regarding this <br />precipitation event, please refer to the Division’s report dated September 18, 2014. These coal fines need to be <br />removed from the buffer zone. The coal fines were observed to be as close as 23 feet from the center line of the <br />East Salt Creek all the way up to the silt fence. <br /> <br />Please refer to the Signs and Marker section of this report for additional items.
