September 8, 2016 C-1981-035/King Coal Mine RDZ

Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1

below the outlet); the West Pond was holding water to within four feet of the low level outlet. No problems were
seen with embankments or other structures. Sediment levels appeared to be well below cleanout levels, per
elevation values in the PAP.

At the King I Mine, the Clear Water Diversion Ditch (Reach 1) was inspected near the higher end of the site (near
the Refuse Pile) and near the lower end of the site. The ditch looked stable.

The Contaminated Water Intercept Ditch (Reach 10) appeared stable, and the portion next to the Refuse Pile has
been cleared of sediment. However, the landowner road above the ditch does not appear stable, and this will likely
continue to be a source of sediment to the ditch.

The culvert for Reach 10 that is under the haul road is a 24” CMP and is clear of sediment. The drop structure
below this culvert is currently stable but needs to be monitored closely for problems.

The outlet of the underdrain was found. It is a PVC pipe (approximately 8” diameter) in Reach 10.

King I surface water control structures, including a drop structure near the top of Reach 7, were maintained during
the inspection.

The following observations were made regarding King II ditches, culverts, and other structures:
CWD-1 (West Clearwater Ditch) below Culvert C18 (near the office) appeared stable and large enough per the
King II Ditch Capacities table in the PAP.
CWD-1 near Stacker Pad #1 appeared stable and large enough per the King II Ditch Capacities table.
Culvert C18 was mostly clear and met the specifications in the King II culvert capacities table in the PAP.
The inlet southeast of Stacker Pad 2 was protected from sediment with wattles.

The King II pond contained very little water and was not discharging. Sediment was approximately six feet below
the outlet. The concrete washout near the far end of the pond (away from the outlet) has been used recently.

OTHER (SPECIFY):
Above the Refuse Pile and Plant Growth Medium Storage Area, there are t-posts and barbed wire. The purpose of
this is unclear.

SUPPORT FACILITIES - Rule 4.04:
An inspection of the King II facilities revealed no problems. For example: the retaining wall above the main fan is
in good shape, and the chemical/fuel storage shed is clean.

Thistle plants on and near the facilities were rare, and many appeared to have been sprayed. Additional spraying
may be needed.
