Exhibit E <br /> Reclamation Plan <br /> Post mined land use of all areas except the slopes will be cropland. Finished floor elevation of available <br /> crop area is expected to range from 60 Acres to 70 Acres depending on the depth of the underlying <br /> shale layer in the pit, with slopes at 1%from south to north to facilitate irrigation activities and drainage <br /> with minimal erosion, and access for farm machinery. During mining, available topsoil and overburden <br /> will be stockpiled and stabilized with vegetation,which is expected to range from 0 to 2 feet of <br /> overburden and 0 to 3 inches of topsoil on site. The mining plan does not expect to produce waste <br /> material that will be incorporated in to the pit floor. However, if waste materials from the aggregate <br /> deposit are generated,they will be placed and compacted between the overburden and pit floor, and <br /> graded sufficiently to facilitate farming operations. All materials encountered in mining will be clean <br /> and free of acid producing minerals and other pollutants, therefore no groundwater pollution will occur. <br /> The proposed post mined land use is the current land use, and is consistent with the farming operations <br /> in the area, including the low density of residences in the area. Cropland is relatively quick to establish <br /> and will be completed within 5 years. <br /> Operations will not affect the hydrologic balance or quality/quantity of the surface or groundwater <br /> operations during mining and reclamation, and will comply with all Colorado and federal water rights <br /> and water law. There are no dredging activities proposed and the operation will not affect any siltation <br /> structures or drainways. Mining activities will be surrounded by small berms to prevent storm water <br /> from the mining and processing area from leaving the site. Sufficient free draining material will remain <br /> and/or be placed under the mining and processing areas to allow storm water to drain through the site, <br /> and will not be impounded typically for more than 24 hours. <br /> Reclamation activities on the south, west, east and part of the north boundary will consist of sloping the <br /> top of the excavation to the pit floor at a 3:1 (3' horizontal x 1'vertical) slope and spreading available <br /> topsoil at a thickness dependent on the amount available. See map title Exhibit F Reclamation Plan Map <br /> for visual details. The slopes will be seeded with a native, drought tolerant grass mix and established <br /> with natural precipitation and possibly irrigation water if needed.
