The inspection <br />on September 6 entailed a records check at Goff Engineering in Durango. The inspection on the 7th was a Phase <br />III bond release inspection (SL-05), and participants included Rob Zuber of the Division; Chi Chi Price of <br />Oakridge Energy, Inc. (aka Oakridge); Mike Savage, a consultant representing Oakridge; and Moira Compton <br />representing the Katz family (landowner of the property). <br /> <br />The weather was clear and the ground was dry. <br /> <br />The following items warrant further discussion with Oakridge and the landowner: <br /> The lack of a defined ditch at the bottom of the North Pit Road. <br /> The excavation and swale near the ditch that flows into Sediment Pond #1. <br /> Musk Thistle seen around the site, including reclaimed Sediment Pond #2 and near the large culvert. <br /> Erosion on the Boundary Road. <br /> The damage by trespassers on Topsoil Stockpile #2. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />No significant erosion was seen in ditches on site. Inspected ditches include: the ditch along Ewing Mesa Road, <br />the ditch along the Previously Reclaimed Spoils Area (PRSA), and the ditch along the North Pit Road. <br /> <br />At the bottom of the ditch along the North Pit Road, the ditch has been altered in recent years: there is no longer a <br />defined ditch, and the runoff goes down the road to the main ditch along Ewing Mesa Road. This does not appear <br />problematic.
