Our initial review indicates that all preliminary items required by Rule 2 .08.4(5) have <br />not been submitted. Thus, your application is incomplete for the purposes of filing as of <br />September 14, 2016. <br /> <br />In order for the Division to find the application complete, please submit the following items: <br /> <br />1.) The cover letter for TR86 indicates a cultural resource survey is scheduled to be completed for <br />the proposed borehole and pipeline disturbance area s. In accordance with Rule 2.04.4(1) an <br />application shall contain a description of the cultural and historic resources listed or eligible for <br />listing on the National Register of Historic Places and significant known archaeological sites <br />existing on the date of application within all areas proposed to be affected by surface activities. <br />Given this, the Division cannot deem the application complete until we have received the results of <br />the cultural resource survey to be included in the per mit application. Once the survey has been <br />completed, please submit the results of the survey in the form of an exhibit to the permit and update <br />section 2.04.4 of the permit as appropriate. Depending on the results of the cultural resource survey, <br />please update section 2.05.6(4) of the permit to discuss measures that may be used to minimize or <br />prevent impacts to any place listed or eligible to be listed on the National Register of Historic Places <br />if necessary. <br /> <br />2.) Twentymile Coal submitted a revised section discussing the plugging and sealing of drillholes, <br />wells and pipeline abandonment. However, section 2.05.4 of the permit was not revised to discuss <br />the reclamation of the borehole pad and pipeline corridor to address all of the recla mation plan
