• <br />4.2.5 Solid Waste Disposal <br />Relatively large quantities of coal ash must be disposed by the adjoining powerplant, operated by Tri-State <br />Generation & Transmission Assn., Inc. The open pits of the mine offer a convenient and practical solution to <br />this disposal need. This will constitute another temporary land use within the proposed permit area. (Refer to <br />Section 4.3 for more detailed information.) <br />4.2.6 Alternate Land Use <br />Possible alternate land uses have been considered based on expected increased public needs from <br />continuued population growth in the area. These alternate land uses however, must also be considered in <br />terms of their compatibility with wildlife and domestic livestock use. Anticipated public needs include <br />recreation, commercial and industrial development, and residential development. <br />Further, alternate uses cannot be considered without regard to surface ownership patterns. Section 1.3 and <br />Map M1 describe the surface ownership for the proposed mine plan area. A great deal of the area is owned <br />by the State of Colorado and will again be managed by the State Board of Land Commissioners when <br />reclamation is completed. The final ownership of the private lands cannot be predicted and it is therefore not <br />possible to state how these areas actually will be used in the future. <br />4-8 Q I� <br />
