disturbed areas. The pipeline disturbance will occur within the same disturbance corridor previously
used for installation of the Fish Creek Water transfer pipeline. Because pipeline placement will
necessarily involve activities within the Foidel Creek buffer zone, TC is requesting a temporary
variance from the regulatory requirements for operations within a buffer zone. The pipeline will be a
double walled HDPE pipe system, with a 8 -inch carrier pipe inside a 12 -inch containment pipe, buried
approximately 5 -feet deep, and extending to the south and east a maximum of approximately 7,720
feet between the selected borehole and the junction to the 1 -MN Thickener Underflow Pipeline leading
from the Washplant facility to the existing 1 -MN Thickener Underflow borehole. Electronic moisture
sensors in the interstice between the inner and outer pipe connected to the pump controls and shut-off
valves will provide for timely leak detection and spill prevention. Access/Inspection manholes will be
established at key points along the pipeline route. It is anticipated that a maximum of six manholes
will be placed within the pipeline disturbance corridor.
While the associated pipeline disturbance areas will essentially be reclaimed within a reasonable time
period following pipeline installation, TC does not consider these areas to be reclaimed for purposes of
reporting, since there is some potential that they may be re -disturbed for pipeline repair or maintenance
in the future. At the time of final reclamation, inspection manholes will be removed or demolished to
3 -feet below grade, and the pipeline will be cut-off below grade, capped, and abandoned in place. The
drop -borehole will be plugged and sealed, using the methods described in the permit for boreholes. At
that time, any necessary maintenance of re -graded areas will occur, along with any necessary
supplemental seeding.
TC has scheduled a cultural resource survey of the proposed borehole and pipeline disturbance areas.
This documentation will be provided to the CDRMS on receipt. Detailed design, operations, and
reclamation information for the proposed activities, is provided as both revised PAP text and exhibits;
and revised maps, reflecting the location and configuration of the new facilities, pipeline, and road.
New and revised PAP materials are identified by the attached Summary of Revisions/Additions.
We would like to proceed with this project as soon as possible, due to the time required for road and
pad construction, and to complete drilling operations and subsequent equipment installation during the
2016 construction season. We, therefore, appreciate your consideration, cooperation, and assistance in
facilitating timely review and approval of this revision application. After you have opportunity to
review the accompanying information, please feel free to contact me with any questions or to discuss
submittal materials or related matters.
Best regards,
for Twentymile Coal, LLC
Jerry M. eton
Mana r vironmental Affairs
cc: Mike Berdine/TC
