BOX 33695 DENVER, COLORADO 80233-0695 303-452-6111
September 2, 2016
Mr. Zach Trujillo
Environmental Protection Specialist
Colorado Division of Reclamation, Mining & Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203 ED
RE: Colowyo Coal Company L.P.
Permit No. C-1981-019
Minor Revision No. 161
Monitoring Wells
Dear Mr. Trujillo,
SU 312 11
OF DIVIMINING AND SWE['(ON
Tri-State Generation and Transmission Association, Inc. (Tri-State), is the parent
company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company
L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is submitting three (3) copies of
minor revision 161 (MR -161) to Permit No. C-1981-019.
Per permit Stipulations 18 and 21, issued under the proposed decision for permit revision
04 (PR -04) on August 8, 2016, Colowyo is required to drill two monitoring wells identified as
MLC -04-02 and the Trout Creek Well. MR -161 provides a final location for the Trout Creek
Well on Map IOB and updates the groundwater monitoring plan accordingly. The location for
MLC -04-02 was previously provided on Map l OB during the adequacy review for PR -04.
The reclamation cost estimate (RCE) for PR -04 did not include cost information to plug
and abandon the Trout Creek Well or MLC -04-02. Therefore, it is requested that the Division
calculate this cost. The Trout Creek Well is estimated to be 1200' deep with a 8 %2" hole
diameter. MLC -04-02 is estimated to be 60' deep with a 5'/4" hole diameter.
As required by Stipulation 18 and 21, once the monitoring wells are installed, a minor
revision to the permit will be submitted to provide a complete description of the wells. This
information will be provided as required no more than 90 days after the wells are completed.
AN EQUAL OPPORTUNITY /AFFIRMATIVE ACTION EMPLOYER
A Touchstone Energy'Coopemtive
CRAIG STATION ESCALANTE STATION NUCLA STATION
V.O.
