Material Haulage <br /> Newmont proposes to haul crushed ore and mill tails over approximately 6,600 feet of unlined <br /> haul road located on the SGVLF. <br /> Each haul truck will move approximately 240 tons of dry crushed ore from the Load-out Bin <br /> (LOB) to SGVLF. In addition, each haul truck will move approximately 26 tons of mill tails <br /> with a moisture content of 16% and of 0.22 lbs of free sodium cyanide. <br /> Spill Response plan <br /> The likelihood of material spilling out of a haul truck traveling to the SGVLF from the LOB is <br /> minimal due to a level or downhill grade. In the event of a spill, Newmont proposes to use a <br /> similar spill response plan as proposed and approved by DRMS in TR-72. The spill response <br /> plan is as follows: <br /> • If any material is spilled, it will immediately be cleaned up by over-excavation to include <br /> additional surrounding material to ensure no spilled material is left on the ground. <br /> Samples will be taken of the spilled material and the soil matrix after cleanup and sent for <br /> Weak Acid Dissociable (WAD) cyanide analysis to ensure contaminated material is <br /> completely removed. Recovered material will be returned to Phase I of the SGVLF. <br /> • Equipment used to load and haul the mill tails will be decontaminated prior to use for <br /> other operations off lined area. Decontamination will be conducted on the SGVLF using <br /> a water truck cannon to spray out the beds and buckets of contaminated equipment. <br /> SGVLF Sequencing and Schedule <br /> At current SGVLF material stacking rates, Newmont plans to complete Phase II in Q3 of 2020. <br /> Newmont plans to commence construction of the Phase II liner in Q2 2019 and complete it in Q3 <br /> 2020. At this point Phase II liner will completely tie-in to Phase I liner and allow haul truck <br /> traffic to travel over liner when on the SGVLF footprint. <br /> Installation of liner under the SGVLF haul road is impractical and could create safety concerns <br /> for Newmont's haul truck operators. In addition, liner placed in the haul road is at risk of being <br /> compromised if less than 20 ft of cover material is used due to the ground pressure exerted by <br /> haul truck traffic. <br /> Summary <br /> Due to the extremely low environmental risk and continuation of approved spill response <br /> procedures,Newmont proposes continued haulage of mill tails from the LOB to the SGVLF <br /> until Phase II SGVLF liner is installed in Q3 of 2020. <br /> Enclosed please find check no. 200024121 in the amount of$1,006.00 for the technical revision <br /> fee. <br />
