COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Interoffice Memorandum <br />September 2, 2016 <br />From: Leigh Simmons <br />To: Janet Binns <br />Subject: Hayden Gulch Loadout (Permit No. C-1992-081) <br />TR -11 <br />Per your request, I have reviewed the material submitted by the operator with the application <br />for TR -11. <br />TR -11 proposes to reduce the frequency and sampling parameters for surface and ground water <br />monitoring at the Hayden Gulch Loadout. <br />The data from the two groundwater monitoring points, HGDAL3 (downgradient) and HGDAL4 <br />(upgradient) is indicative of poor quality water. In the proposed revised pages the operator has <br />compared some of the water quality parameters to table values for agricultural standards from <br />Reg. 41 "The Basic Standards for Groundwater". The comparison is not entirely valid since the <br />groundwater at the site has not been classified, which means that the interim narrative <br />standard must be applied — nevertheless, the point is well made. <br />I have no concerns with the proposed reduced frequency of monitoring, neither do I have <br />concerns about the proposed reduced suite of analytes. <br />1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us <br />John W.
