Peabody Sage Creek Mining, LLC <br />Page 10 <br />8/25/2016 <br />• SSP27 exceeded the Manganese standard in both <br />May and September 2015. <br />• SSP61 exceeded the Cadmium standard in <br />September of 2015. <br />• SSP61 exceeded the Lead standard in September <br />of 2015. <br />• SSP61 exceeded the Manganese standard in both <br />May and September 2015. <br />• SSP62 exceeded the Manganese standard in both <br />May and September 2015. <br />Discussion: <br />Eight groundwater wells exceeded the pH standard (8.5) <br />in 2015. The baseline water quality for pH associated <br />with seven of the eight groundwater wells exceeded the <br />8.5 standard. Well COV 11 exceeded the pH standard <br />however, the Division could not locate the baseline water <br />data for this well. Other wells completed in the Wadge <br />Overburden similar to COV 11 exceeded the pH standard. <br />Six groundwater wells exceeded the Manganese standard <br />(0.2 mg/1) in 2015. As mentioned in item number 8 <br />above, in soils with a high pH a standard of 10 mg/l <br />would be more appropriate than the 0.2 mg/1. In 2015 no <br />PSCM wells displayed a value higher than 6.93 mg/1. <br />Three wells exceeded the Fluoride standard (2.0 mg/1). <br />According to the 2015 AHR, elevated Fluoride levels <br />may be attributed to natural conditions as elevated <br />Fluoride levels were not observed in the PSCM spoil <br />wells and the wells that have elevated levels in 2015 have <br />had historically high levels. The Cadmium and Lead <br />standards were exceeded in the spoil wells SSP27 and <br />SSP61. There was no discussion of these exceedances in <br />the 2015 AHR. For Spoil Well SSP27, the baseline data <br />indicates elevated Cadmium and Lead levels for this site. <br />The Division could not located baseline data for Well <br />SSP61 in the PSCM permit, however based on the 2008 <br />AHR submitted for the Seneca II Mine, this site has <br />experienced elevated Cadmium and Lead levels prior to <br />the approval of the PSCM permit. <br />
