d2 CAD Consulting,LLC <br /> CCWRE <br /> EXHIBIT D <br /> MINING PLAN <br /> OVERVIEW: <br /> The applicant has established a sand and gravel mine, aggregate processing facilities and a Portland <br /> cement concrete batch plant on the property as described in DRMS Permit No. M2001-022. The mine, <br /> processing facilities,and batch plant have been in operation for about 15 years,providing aggregate and <br /> concrete for projects in nearby areas in Weld and Larimer Counties. There are two separate owners of <br /> the 92.9 acres of permitted area: Loveland Ready Mix Concrete, Inc. (LRM) owns 48.0 acres,and leases <br /> 44.9 acres from Croissant Family Farm, LLC (CFF). The current status of the various elements of the <br /> facilities is shown graphically on Exhibits C-3 and C-3.1. <br /> Mining has proceeded substantially as described in Permit M2001-022. Mining began in Cell 1 and <br /> proceeded west to east through Cells 2 and 3. Cells 1—3 on the LRM property are mined out. Cell 1 is <br /> used to supply plant water requirements; Cell 2 is being filled with sand and gravel processing fines and <br /> cured returned concrete; and Cell 3 will remain as a wildlife pond and is undergoing reclamation. No <br /> further mining is planned on the LRM property. Mining is currently ongoing in Cell 4 on the CFF <br /> property. The current DRMS 112 permit allows post-mining uses comprising wildlife habitat, recreation, <br /> and commercial development on the LRM parcel. <br /> This Amendment will change the post-mining land use on the LRM owned portion of the permitted area <br /> to remain as a concrete batch plant, aggregate processing plant, and a cured returned concrete <br /> crushing/recycling facility. This use is contingent on approval of a Minor Amendment to Weld County <br /> AmLISR-1329 that would allow continued operation of the batch plant and these accessory uses. Mining <br /> will continue in Cell 4 until the resource is depleted,then the property on the CFF leased parcel will be <br /> reclaimed as natural pasture and a wildlife pond. <br /> RULE 6.4.4 (A) — DESCRIPTION OF THE METHOD(S) OF MINING TO BE EMPLOYED IN EACH <br /> STAGE OF THE OPERATION AS RELATED TO ANY SURFACE DISTURBANCE ON AFFECTED <br /> LAN DS: <br /> Cell 1 was mined first and now contains a 3.02-acre pond used for process water for the batch plant <br /> operations. This pond will remain. Cell 2 has been mined and is currently being backfilled with <br /> processing fines and cured returned concrete. The approximate 6.65-acre current pond area of Cell 2 <br /> will decrease to approximately 2.0 acres as the pond is filled, and will remain at 2.0 acres under final <br /> reclaimed conditions as described in Exhibit E. The aggregate processing and batch plant area are <br /> located adjacent to Cells 1 and 2. <br /> Cell 3 has also been mined and contains a 5.51-acre wildlife pond.The area has been partially reclaimed <br /> and when complete, the pond and surrounding area will remain under reclaimed conditions as <br /> described in Exhibit E. <br /> Cell 4 is currently being mined and the aggregate is transferred to the processing area by conveyor. A <br /> dewatering system has been constructed in Cell 4 and mining takes place in the dry.
