Mine records are stored at the Foidel Creek Mine office. Permit records were checked in the <br />afternoon of 8/17/2016, and the surface of the load out and haul road was inspected on the morning of 8/18/2016. <br /> <br />The load out is undergoing reclamation of the rail line. Contractors were on-site removing rail, plates and spikes, <br />ties an <br />d gravel ballast at the time of the inspection. The weather on 8/18/2016 was cloudy with light sprinkling showers, <br />but overall the site was very dry. <br /> <br />AIR RESOURCE PROTECTION – Rule 4.17: <br /> The Tie Across Haul Road needs dust suppression as soon as possible. (photo) Haul trucks are travelling <br />over the TAHR and dust is hanging suspended in the air for 90 seconds or more. Visibility was severely <br />hampered. Vehicles driving the haul road were needing to turn on their headlights at mid-morning in order to see <br />through the dust. HGT personnel were informed of this problem during the close out. Brian Watterson of HGT <br />said that he would get the contractors to water the road Thursday afternoon (8/18). Portions of the haul road that <br />had received a coating of oil (Routt County applied) were not dusty. <br /> <br />Dust from the removal of rails and ties was minimal. Winds were calm during the inspection.
