No representative of
EFCI was present during any of the inspection.

The weather was warm, and the ground was dry. The field inspection entailed the MW-NW road and road spur
and the reclaimed Substation #2 (and road to the substation). A records check was performed at the Fremont
County courthouse in Canon City. (This was first time records were checked by the Division at the courthouse
rather than in Florence at the EFCI office.)

RECLAMATION SUCCESS - Rule 4.15, Rule 3:

No erosion problems were seen with reclamation at Substation #2 or the road to it. The MW-NW road and the
reclaimed spur off of this road were inspected. No erosion or weed patches were seen on these roads other than
cheat grass on the spur. At the main road to MW-NW, it is still apparent that this is a two-track, but vegetation is
emerging in the bare areas.
REVEGETATION – Rule 4.15 Vegetative Cover; Timing:
The road to Substation #2 (reclaimed in 2015) is mostly bare of vegetation, and appears to be very similar to the
condition during the June and July inspections. The substation itself has seen better success with vegetation
growth as there is significant emergent vegetation including gum weed, sweet clover, and sunflowers. Mullein is
also prevalent at the substation, however no patches of thistle plants were seen at the substation or on the road.

At the north end of the spur from road to MW-NW, recent reclamation areas are mostly bare. The rest of the spur
is covered with vegetation, most of which is desirable (the exception being cheat grass).
