COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
INTEROFFICE MEMORANDUM
To: Janet Binns
From: Rob Zuber
Date: August 23, 2016
Re: Review of surface water monitoring changes in TR -11 for H.G. Loadout (C-1992-081)
Hello, Janet.
I have performed the following:
• Reviewed the TR -I I submittal
• Reviewed recent AHRs for the H.G. Loadout
• Discussed this TR with Mike Boulay
• Looked at relevant CDPHE documents, namely Regulation 5 CCR 1002-33,
CLASSIFICATIONS AND NUMERIC STANDARDS FOR UPPER COLORADO
RIVER BASIN AND NORTH PLATTE RIVER (PLANNING REGION 12)
• Communicated with a Peabody hydrologist, Dennis Jones, and
• Communicated with CDPHE staff.
Based on my review and communications, I think that it is appropriate that Peabody reduce their
surface water monitoring as proposed, with one exception. At least one year prior to applying
for bond release for this site (two years would be better), Peabody should resume monitoring for
the entire suite of parameters that they have been monitoring. This will aid the Division in
assessing impacts on the hydrologic balance. This additional requirement is based on the
recommendation of Mike Boulay, Coal Program Supervisor.
Let me know if you have comments and/or questions.
Wt
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
